M&V Reports

In federal energy savings performance contracts (ESPCs), the contractor submits the Post-Installation Report after the project has been installed and commissioned, indicating that the necessary post-installation M&V activities included in the M&V plan have been conducted. This report includes:

  • Project description
  • List of installed equipment (as-built)
  • Performance measurements
  • Expected savings for the first year

The contractor submits Annual Measurement and Verification Reports to demonstrate that the necessary annual activities included in the M&V plan have been conducted . They should include:

  • Project description
  • Performance measurements
  • Realized savings for the year
  • Comparison of reported savings to the guaranteed amounts
Also, attached below is a comprehensive Post-Installation Report for a fictional energy performance contract project, intended to provide examples of post-installation reporting for common ECMs that comply with the requirements set forth in the FEMP M&V guidelines, Version 2.2 and provide and promote use of a consistent format for Post-Installation Reports for Federal ESPC projects, as detailed by the Post-Installation Report Outline.
