The central federal measurement and verification (M&V) document, the Federal Energy Management Program's (FEMP's) M&V Guidelines:Measurement and Verification for Federal Energy Projects, Version 3.0, provides procedures
for quantifying the savings resulting from the installation of
energy conservation measures. The Guidelines are fully compatible and
consistent with the International Performance Measurement and Verification Protocol. Intended for use in Energy Savings Performance
Contracting (ESPC) and other federal energy conservation projects, the Guidelines provide the
methodology for establishing energy cost savings called for in the Department of Energy's final rule on conducting ESPCs in federal facilities. A proposed revision to
